Mom, teen daughter arrested on drug charges; supplier sought

STROUDSBURG - A Tobyhanna woman and her 15-year-old daughter have been arrested on drug-trafficking charges, and investigators are looking for the man who supplied the pair, police in Monroe County said Thursday.

Joyce Casey, 36, was arrested with her daughter Monday and charged with possession of marijuana with the intent to deliver, conspiracy and related offenses, Pocono Mountain Regional Police said. The identity of the girl was not released.

Police said a warrant has been issued for Julio Santiago, 28, also of Tobyhanna, on charges he supplied drugs to Ms. Casey and her daughter.

Investigators found several plastic bags containing marijuana, along with powder cocaine and a long list of other drug-related items, during a search of Mr. Santiago's home at 1167 Woodcliff Drive in the Pocono Country Place development, police said.

Police also seized several thousand dollars worth of electronics equipment from the home, including several pieces they identified as stolen property from area burglaries.

Ms. Casey, who is also charged with endangering the welfare of children and corruption of minors, was arraigned before Magisterial District Judge Anthony Fluegel.

She was released from the Monroe County Correctional Facility on Wednesday after posting $10,000 bail, pending a preliminary hearing July 17.

Her daughter was placed into the custody of juvenile authorities, police said.

Police asked anyone with information on Mr. Santiago's whereabouts to call the Pocono Mountain Regional Police at 895-2400.

Where is any of the investigation in this story? It says nothing about what these two women did. Is 'possession with intent to deliver' because of the amount they had on them, or what? Were they cruising around a school trying to unload bags? There's a huge difference, and this story doesn't even attempt to discuss it. Please spend a little time looking into the facts instead of just re-printing police reports. Sheesh.
