Housing Authority member netted in Luzerne probe may be entitled to accrued time off pay

William Maguire, one of 18 people implicated this year in an ongoing public corruption probe in Luzerne County, didn't take any time off when he worked for the county for 21 months in 2006 and 2007, records show.
The county's policy is to pay employees for unused sick, vacation and personal time off in their final paycheck. But records show the county did not pay Mr. Maguire for unused time off.
The former municipal coordinator for the county emergency management agency may have been entitled to a payment of at least $3,000 for accrued time off.
Doug Richards, the county's human resources director, said he will review Mr. Maguire's records to see if Mr. Maguire should have been paid for unused time off. Mr. Maguire didn't respond to a call or e-mail seeking comment.
Last month, Mr. Maguire pleaded guilty to accepting a $1,400 bribe as a member of the Luzerne County Housing Authority. The bribe allegedly covered expenses from an authority-approved trip to Florida in January 2009
Mr. Maguire was reluctant to ask the housing authority for reimbursement of $1,400 he spent on the Florida trip because of bad publicity in 2007 over county-paid trips to New York City, Assistant U.S. Attorney William S. Houser said last month in court.
In June, county commissioners and their finance staff began questioning the accuracy of payroll information being submitted and whether some county supervisors were failing to disclose employee days off. Commissioner Chairwoman Maryanne Petrilla expressed a concern that failing to disclose time off was inflating the amounts of paid days off employees could use later.
