Lackawanna County must still close $1.3M deficit

Lackawanna County still has a budget gap to close.

County commissioners were presented earlier this year with budget figures showing a $3 million deficit for 2009, despite layoffs and cost-cutting measures taken in 2008. During a March hearing, county financial advisers estimated the deficit would continue to rise through 2012, reaching almost $10 million if allowed to grow.

Recent bond refinancing has halved the deficit for this year, but commissioners must still address a $1.3 million deficit left looming. If they have a plan to address the shortfall, the commissioners haven't shared it yet.

"We're not prepared to say right now what we might do," said majority Commissioner Mike Washo.

Majority Commissioner Corey O'Brien and Mr. Washo have taken a tax hike for next year off the table, though minority Commissioner A.J. Munchak disagrees with ruling out any option at this time.

A major discussion point is the sale of the Lackawanna County Health Care Center - though the sale would likely not happen this year and would not affect the 2009 budget.

Commissioners have been able to whittle down expenses with cost-cutting measures, including bidding out contracts to get better deals. But $1.3 million is a big gap to fill.

Asked about the potential for layoffs, Mr. Washo said commissioners are seeking other expenses that can be trimmed.

"I think you're going to some more see savings going forward," he said.

Mike Washo and Corey OBrien really don't have a single clue of how to manage government. They layed off employees because of their political agenda, not because of the budget like they claim. Now they are paying for it because they got rid of all the people that did their job well as well as being educated and then they hire political cronies like Rotten John Foley to be in charge of the Assessor's Office because he gave them a big donation and had a party for them. They kept all the idiots that don't have a clue and actually think they have a hard job. What a bunch of clowns this entire administration is. They replaced the previous employees that they politically fired, with cronies that are nothing compared to the previous. It's a shame that since Washo and OBrien violated the constitutional rights of many employees they terminated, will cost the taxpayers millions of dollars. The word is that there is a huge civil rights law suit brewing and that the county doesn't have a leg to stand on. AND COREY WANTS TO RUN FOR CONGRESS!!!!!!! HAHAHAHAHAHAHAHAHA!!!

This is the perfect opportunity for county government to take a good, hard look at the services it provides. This includes reviewing each and every management and staff position and asking two simple questions:

1. How does this position benefit the taxpayers (not the politicians) of Lackawanna County?
2. What would the negative impact of not funding this position be to the taxpayers of Lackawanna County?

I strongly suspect that there are more than a few county jobs that exist more for political and public benefit.

It's time for county government (and indeed all levels of government) to learn the lesson that most families already know: when times are tough you have to cut expenses.

Why not come out and say it Mike. The word has been out for several weeks now that you and Cory are talking about laying off more county employees. You already have a strained work force because of two previous layoffs. Services in county offices are suffering already because of your cuts. How long do you think it will be before the public realizes you can't do your jobs. It seems as if you took Mayor Doherty's game book and ran his plays. Laying off low paying jobs while creating higher paid middle management that did nothing to reduce expenses in the county payroll. Let's see where it gets Doherty since his fate will be determined on May 19th.
